Previously known as Oil and Petrochemical Industry Safety Course for Supervisors (OPISC). On completion of this unit, learners will have the knowledge and application skills to carry out hazard identification and risk assessment, comply with the safety and health management system, co-ordinate a permit-to-work system, and carry out safety inspections and investigations.

Course Objective

At the end of the programme, you will be able to:

  • comply with WSH legislations, guidelines and code of practice and provide inputs for risk assessment
  • identify hazards and control measures
  • comply with safety and health management system
  • implement a permit-to-work system
  • conduct safety and health inspection
  • conduct incident investigation
Assumed Skills & Knowledge / Pre-requisites

Learners must be above 18 years of age and are assumed to:

  • have foundational knowledge and understanding of the relevant work sector in Singapore
  • be able to communicate using English proficiently at a level that is the equivalent of Employability Skills (ES) level 4
  • be able to legibly write and read English proficiently at a level that is the equivalent of ES level 4
  • be able to handle numbers and work around them proficiently at a level that is the equivalent of ES level 4
  • be physically and mentally fit for the task
Course Outline
  • Identify the Workplace Safety and Health Act, subsidiary legislation and industrial code of practice relevant to the oil/petrochemical industry
  • Identify hazards and control measures at the oil/petrochemical workplace, including fire & explosion hazards, chemical hazards, mechanical & electrical hazards and confined space hazards
  • Provide inputs for drawing up a risk assessment matrix
  • Outline a safety and health management system to ensure a safe workplace at an oil/petrochemical site
  • Conduct safety and health inspection
  • Implement permit-to-work systems for a petrochemical site
  • Monitor and control occupational health hazards of workers
  • Conduct investigation and prepare an incident report
Fees and Funding

This course is applicable for SkillsFuture Funding up to 70%.

*From 1 Jan 2022, SkillsFuture course funding will be revised to a baseline of 50% subsidy, with an additional 20% subsidy (up to 70% subsidy) for SMEs and Mid-career individuals (Singapore citizens above 40 years old). Do note that the funding amount advised is not final and is subject to changes.

Certificate Obtained and Conferred by

Based on the successful completion of the course and assessment, a Statement of Attainment (SOA) from the Skillfuture Singapore (SSG) and a Safety Pass from Wong Fong Academy Pte Ltd will be awarded to the trainee.
