Workplace Safety and Health (WSH Officer)

Under Workplace Safety and Health (WSH Officer) Regulations – 2nd Schedule, the following workplaces are to appoint Workplace Safety and Health (WSH) Officer:

  1. Shipyards in which any ship, tanker and other vessels are constructed, reconstructed, repaired, refitted, finished or broken up.
  2. Factories used for processing petroleum or petroleum products.
  3. Factories in which building operations or works of engineering construction of a contract sum of $10 million or more are carried out.
  4. Any other factories in which 100 or more persons are employed, except those which are used for manufacturing garments.

Workplaces or projects which do not fall under the requirements above are also encouraged to engage a WSH officer to assist in safety and health implementation such as risk management or to conduct safety inspection of workplaces and providing advices on improving workplace safety and health.

 

Workplace Safety and Health (WSH) Coordinator
Under Workplace Safety and Health (Construction) Regulations, Workplace Safety and Health (WSH) Coordinator shall be appointed in respect of every worksite where the contract sum of the building operation or works of engineering construction carried out therein is less than S$10 million.

 

Fire Safety Manager (FSM)
Under the Fire Safety Act, a building which satisfy at least one of the following conditions are required to appoint a Fire Safety Manager (FSM):

Public Building (inclusive of Commercial Building)

  • is of 9 storeys or more (including any basement) in height;
  • is used, constructed or adapted to be used as a hospital;
  • has a floor area of 5000 square metres or more; or has an occupant load of 1000 persons or more

Industrial Building

  • has a floor area or site area of 5000 square metres or more;
  • or has an occupant load of 1,000 persons or more

Our FSMs services include:

  • Register with SCDF as building Fire Safety Manager
  • Advise building owners on the compliance to Fire Safety legislations such as Fire Safety Act and Fire Code
  • Conduct regular fire safety inspections
  • Conduct periodic emergency drills to prepare the building occupants on response procedures to various types of emergency scenarios.

 

Environment Control Officer
Under Environmental Public Health (Employment of Environment Control Officer) Order, ECO shall be employed in construction worksite where the contract sum in relation to the worksite exceeds S$10 million.

The appointed ECO are to advise Occupiers of construction worksites on the compliance to applicable environmental requirements such as noise limits and controls, vector controls and pollution controls etc.

 

Earth Control Measures Officer
Under PUB (CWD) 513/13/001 circular on Earth control measure in construction industry, a full time ECMO is required for projects involving earth works. Effective Earth Control Measures (ECM) at the construction site is an important skill for construction site personnel. Proper ECM would prevent muddy water from affecting our waterway and reservoirs.

The appointed ECMO will implement ECM plan according to QECP design, devise ECO operations, carry out maintenance and inspection programme on site & ensuring effectiveness of earth control through various stages of construction.

 

Noise Monitoring Officer
Under Workplace Safety and Health (Noise) Regulations 2011, Companies with workers likely to be exposed to excessive noise are required to monitor and report their noise levels for both personal and area monitoring. 

The appointed Noise Monitoring Officer will assist stakeholders in taking proactive measures to improve management of Work health hazards and raise Work health standards and assist in establishing the following documents:

  • Full noice monitoring
  • Noice map
  • Hearing conservation programme evaluation checklist

 

Confined Space Safety Assessor
Under regulation 9(B) of WORKPLACE SAFETY AND HEALTH (CONFINED SPACES) REGULATIONS 2009: “Before any person enters or works in a confined space, it shall be the duty of his responsible person to -appoint a person whom the responsible person reasonably believes is competent to carry out the duties of a confined space safety assessor, as a confined space safety assessor for the confined space.”

We provide atmospheric testing for personnel entering confined space for work. The assessment will be conducted by our experienced and qualified Confined Space Safety Assessor.

 

Accident Investigator
Under Workplace Safety and Health (Incident Reporting) Regulations, you need to report work-related accidents, Dangerous Occurrences and Occupational Diseases.

Our Workplace Safety and Health (WSH) Officers with strong engineering field experience will use various tools to establish and manage a WSH incident investigation and analysis process that would lead to the identification of the root cause and recommend appropriate corrective and preventive measures in order to prevent the recurrence of similar incident at the workplace.

The appointed WSH officer will assist in:

  • Preparing accident investigation report
  • Advise on ireporting matters
  • Follow up with any authorities findings or recommendations
